Public Private Partnerships and Concession Contracts

A public private partnership transfers the delivery and often the financing of public infrastructure to a private party for a long period, and the arrangement succeeds or fails on risk allocation decided before anybody knows what the asset will actually cost to run. This course covers structuring one. Delegates work through the models from management contract through concession to design build finance operate, and what each transfers. Feasibility, affordability and value for money assessment are covered, including the comparison against public delivery. Risk allocation, payment mechanisms and availability based payment follow. Financing structure and lender requirements are addressed. The course closes on contract management across a long term, on renegotiation pressure, and on handback.
