Crowd disasters are not caused by panic; they are caused by density, and by the time a crowd is dense enough to be dangerous the people in it have no ability to act on anything they are told. This course works on the conditions rather than the behaviour. Delegates work through crowd dynamics, density measurement and the flow rates that determine how quickly a space fills and empties. Capacity calculation is addressed, covering ingress, egress and the holding areas that decide whether a queue becomes a crush. Site design follows: entry points, search areas, circulation, sightlines and the pinch points that create risk. Stewarding is covered, including numbers, briefing, positioning and what a steward is actually able to do. Communication is addressed across public address, screens and the messaging that works in a crowd. Medical provision and welfare are covered. Emergency planning follows, including show stop procedures, evacuation and the decision authority that must be agreed in advance. Alcohol, weather and the other aggravating factors are addressed. The course closes on multi agency coordination and post event review.
