Donor Funded Procurement and International Guidelines

Procurement under donor funding follows the funder's rules rather than the country's, and a breach can render expenditure ineligible, meaning the recipient repays money already spent. This course covers compliance. Delegates work through the main development bank and donor procurement frameworks and the principles common to them, procurement methods and the thresholds that determine which applies, and the no objection and prior review process that governs each step. Bidding documents and evaluation requirements are covered, along with the strict rules on clarification and negotiation. Complaints, debarment and fraud and corruption provisions follow. The course closes on record keeping for post review and audit, and on the causes of ineligible expenditure findings.
