Smart city projects across the continent are frequently a procurement of sensors followed by a dashboard nobody uses, because the technology was chosen before the service problem was defined. This course reverses that order. Delegates work through starting from a service failure a resident actually experiences, the technologies available across traffic, utilities, waste, safety and public transport, and what each genuinely delivers. Data platforms and interoperability are covered, since the value comes from combining sources rather than from any single system. Funding models are addressed honestly, including where a vendor pilot leaves the city with an unbudgeted running cost. Privacy and surveillance are treated directly. The course closes on procurement, on avoiding lock in, and on the operating capability a city needs before it buys anything.
