Oil and Gas Project Management and Progress Measurement

Oil and gas projects tend to look healthy until the last third of construction, when slippage buried in engineering and procurement finally reaches the site. Honest measurement of physical progress is the main defence. The control basis is built first: work breakdown and cost breakdown structures, the control budget and an integrated schedule. Rules of credit are then set for engineering deliverables, procurement milestones and construction quantities, rolled up with weightings and compared as earned value against plan and actual cost. Forecasting at completion, critical path analysis, change orders, trends and contractor claims follow. The week ends with mechanical completion, precommissioning and handover to operations. Project staff go back able to set up progress measurement on an EPC contract and report status that management can believe.
