Process and ChemicalFiscal Metering Systems
A fiscal meter measures the quantity on which payment, royalty and tax are calculated, which makes its uncertainty a commercial and regulatory matter rather than a technical one. This course covers those systems. Delegates work through metering system design and the redundancy that allows proving without interrupting custody transfer, meter selection for the duty, and the proving systems that establish a meter factor. Flow computers, their configuration and the standards governing volume correction are covered in detail. Uncertainty calculation for a complete system follows, along with the regulatory approval, sealing and audit regime, and the handling of a mismeasurement once discovered.
