Biometrics and Digital Identity Systems

Digital identity programmes across Africa are enrolling populations at scale, and the same technology decides who receives a payment, who crosses a border and who is refused a service, which makes the failure modes consequential. This course covers them properly. Delegates work through biometric modalities and their accuracy characteristics, enrolment quality and why it determines everything downstream, and matching including the trade off between false accepts and false rejects. Deduplication at population scale is covered. Exclusion receives full attention: the people whose biometrics do not read and what must exist for them. Privacy, consent and data protection obligations follow. The course closes on system security, on credential design and on interoperability between schemes.

Course objectives

  • Compare biometric modalities and their accuracy characteristics
  • Manage enrolment quality, which determines downstream performance
  • Set matching thresholds and understand the false accept and reject trade off
  • Deduplicate at population scale
  • Design for people whose biometrics do not read reliably
  • Meet privacy, consent and data protection obligations
  • Secure the system and design credentials and interoperability

Who should attend

  • Government and civil registration staff
  • Financial services onboarding and identity teams
  • Information security and systems staff
  • Privacy, legal and compliance officers
  • Programme managers on identity deployments
